Payment Intermediary Services (PIS) Licence
The Payment Intermediary Services (PIS) Licence, issued by the Financial Services Commission (FSC) of Mauritius, authorises entities to provide payment processing solutions across both traditional and digital channels. PIS licensees play a critical role in enabling secure and efficient payment flows between consumers, merchants, financial institutions, and other regulated platforms.
Often referred to internationally as Payment Service Providers (PSPs), these entities support a broad range of electronic transactions, from digital wallets and e-commerce checkouts to merchant acquiring and online banking infrastructure.
Scope of Services
Holders of a PIS licence may be authorised to:
- Offer wallet and account services to individuals and corporates
- Facilitate merchant services, including trustee payments and credit card processing
- Process inbound and outbound payments via correspondent banks or other licensed PSPs
- Provide e-business and e-commerce payment solutions, including debit and credit card integration
- Enable online banking and transfer functionalities for both retail and institutional clients
PIS operations must be supported by robust systems, strong internal controls, and effective AML/CFT compliance frameworks, in line with local and international regulatory standards.
